What decided it
The substantial and harmful effect on the character and appearance of the Cotswolds National Landscape and the less than substantial harm to the setting of the Ashton under Hill Conservation Area, which provided a clear reason for refusal disengaging the tilted balance, outweighed the limited benefits of two additional dwellings.
The public benefits of two additional dwellings with associated social and economic benefits and environmental benefits from renewable energy and biodiversity enhancements, afforded moderate to limited weight, were outweighed by the substantial harm to the National Landscape and less than substantial harm to the Conservation Area setting, to which great weight must be given.
