The significant harm to the character and appearance of the host property and the area caused by the unsympathetic design and scale of the extensions, combined with harmful living conditions for future occupiers due to restricted outlook, outweighs the benefits of housing supply when assessed against the Framework taken as a whole.

The modest benefits of housing supply, sustainable location, mixed-use development and efficient land use were significantly and demonstrably outweighed by the harm to character and appearance and the poor living conditions for future occupiers, particularly in light of Framework paragraphs 131, 135 and 139 requiring high-quality, well-designed development sympathetic to local character.
