What decided it

The limited detail provided regarding the proposed basement level building frontage, particularly the material and colour of glazing frames and their relationship to upper floor fenestration, meant the Inspector could not be certain the external alterations would preserve or enhance the Conservation Area character as required by the Planning (Listed Buildings and Conservation Areas) Act 1990.
