The extent of building operations required, particularly the replacement of all wall and roof cladding combined with insufficient detail on the nature and extent of works necessary, meant the proposal would constitute rebuilding rather than conversion and therefore did not comply with paragraph Q1.(j)(i) of Schedule 2, Part 3, Class Q of the GPDO.
