What decided it

The loss of original Arts and Crafts inspired fenestration and replacement with a bulkier, modern uPVC window would dilute the character of the Beatrice Avenue Local Heritage Area and cause harm to this non-designated heritage asset, contrary to development plan policies and NPPF paragraph 135.
