What decided it
The Council's inability to demonstrate five years' housing land supply engaged the presumption of sustainable development in Paragraph 11 of the Framework, and the adverse impacts of granting permission in principle did not significantly and demonstrably outweigh the benefits of housing delivery.
The moderate weight given to conflict with the Development Plan's spatial strategy policies was outweighed by the significant weight given to the proposal's contribution to housing supply in the context of the Council's housing land supply shortfall and the presumption of sustainable development in Paragraph 11 of the Framework.
