The inadequate living conditions for future occupiers, particularly the lack of adequate daylight and privacy due to internal-facing windows and proximity to large communal areas, combined with the failure to demonstrate the proposal would not imbalance the housing stock, meant the adverse impacts did not significantly and demonstrably outweigh the housing supply benefits.

The significant benefits of housing delivery in a sustainable location and economic benefits were outweighed by the adverse impacts on living conditions of future occupiers and housing stock imbalance, such that the appeal was dismissed despite the tilted balance.
