What decided it
The Council's approval of an adjacent housing scheme and the site's allocation in the emerging development plan removed the principal objection to the backland location, and the drainage and infrastructure matters were capable of being satisfactorily managed through conditions and the signed s.106 agreement.
The benefits of housing delivery and the provision of affordable housing, infrastructure contributions and ecological enhancements outweighed the limited harm to character and appearance and temporary construction disturbance.
