What decided it

The prior approval of an identical scheme under reference 23/02284/HOUSE meant there would be no additional Green Belt harm beyond what had already been permitted, and this prior approval, combined with the improved materials specification, constituted very special circumstances outweighing the inappropriateness and openness harm.
