The communal living space fails to meet the SPD standards and provides cramped, unsatisfactory living conditions for the 6 occupiers, conflicting with development plan policies requiring high standards of residential accommodation.

The adverse impacts of the development in respect of living conditions significantly and demonstrably outweigh the limited social benefits of affordable accommodation provision, such that the presumption in favour of sustainable development does not apply.
