The building's three-bedroom size, self-contained design, location outside the curtilage of the main dwelling, and failure to meet the limited circumstances for housing in open countryside under Policy 3 of the Cornwall Local Plan meant it constituted a new dwelling rather than an annexe, which cannot be permitted in this location.
