The moderate weight attributed to the provision of three additional dwellings towards housing supply was significantly and demonstrably outweighed by the adverse impacts of the unacceptable loss of a community facility, harmful effects on living conditions of existing and future occupiers, and inadequately demonstrated protection of street trees.
