What decided it

The site's close relationship to the existing settlement of Painswick, combined with the absence of harm from the development plan conflict and the provision of adequate mitigation for the SAC, outweighed the policy conflict with CP15.

The limited development plan conflict brought no harm and was outweighed by the material consideration of boosting housing supply in accordance with the Framework's objective to significantly boost the supply of homes.
