What decided it
The harm to the setting of the listed buildings, being a designated heritage asset, provided a strong reason for refusing the development under paragraph 11(d) of the Framework that outweighed the benefits of housing delivery in a location where the Council cannot demonstrate a five-year housing land supply.
The less than substantial harm to the setting of the listed buildings outweighed the moderate housing benefits and modest drainage, biodiversity and socio-economic benefits, with the heritage harm providing a strong reason for refusal under paragraph 11(d) of the Framework
