What decided it

The proposed basement dwelling would not be safe from flooding in Flood Zone 3 because safe evacuation would not be possible during a flood event, and the Framework's flood risk policies provide a strong reason for refusal that displaces the presumption in favour of sustainable development.

The absence of a five-year housing land supply would normally trigger a presumption in favour of sustainable development, but this was displaced by the Framework's strong policies against development in areas at risk of flooding, which tipped the balance decisively against the appeal.
