The appellant's marketing of the site for employment use was inadequate and substantially short of the required period, so the loss of employment land was not justified and conflicted with the development plan.
The modest collective benefits of housing delivery, economic activity, highway safety improvement and heritage setting enhancement did not outweigh the significant harm from the unjustified loss of employment land and the resulting conflict with the development plan and the Framework.
