The housing land supply shortfall triggering the tilted balance meant the substantial cumulative public benefits of the scheme outweighed the identified limited landscape harm and less than substantial heritage harm.
The substantial cumulative public benefits (housing delivery, affordable housing, employment and economic benefits, and biodiversity net gain) outweighed the limited harm to character and appearance and the less than substantial harm to the settings of Widham Farmhouse and Widham Grove, such that adverse impacts did not significantly and demonstrably outweigh the benefits.
