What decided it

The retention of approximately 95% of the main external walls and the existing structural elements, combined with the modest infilling of existing large openings typical of agricultural buildings, demonstrated that the proposed works constituted a conversion rather than a rebuild and fell within the scope of Class Q permitted development.
