The substantial harm to the character and appearance of the rural landscape and the setting of Listed Buildings, combined with unsuitable living conditions due to unmitigated highway noise, significantly and demonstrably outweighed the modest contribution to meeting unmet gypsy and traveller accommodation need.
The harm to character and appearance, heritage setting and living conditions (given substantial weight) outweighed the modest public benefit of contributing to unmet gypsy and traveller site provision (moderate weight) and the personal and family circumstances including the best interests of children (moderate weight), such that the adverse impacts significantly and demonstrably outweighed the benefits under the tilted balance.
