The combination of good visibility, adequate junction geometry allowing vehicles to enter without waiting on the carriageway, the signal-controlled roundabout providing traffic breaks, and anticipated traffic levels concentrated outside peak hours demonstrated that the intensified use would not result in a significant adverse impact on highway safety.
