What decided it
The less than substantial harm to the setting of designated heritage assets (the Conservation Area and listed buildings) provides a clear reason for refusal under NPPF paragraph 11d), displacing the presumption in favour of sustainable development, and this harm significantly and demonstrably outweighs the limited benefits of the proposal.
The adverse impacts of granting planning permission, comprising less than substantial harm to the setting of the Over Kellet Conservation Area and Grade II listed buildings, significantly and demonstrably outweigh the limited benefits of providing one dwelling and uncertain environmental gains when assessed against the Framework as a whole.
