The adverse impacts of granting planning permission, comprising less than substantial harm to the setting of the Over Kellet Conservation Area and Grade II listed buildings, significantly and demonstrably outweigh the limited benefits of providing one dwelling and uncertain environmental gains when assessed against the Framework as a whole.
