What decided it
The cumulative failure to demonstrate acceptable living conditions in terms of noise, internal space and amenity, combined with the absence of a Habitats Regulations Assessment for the SPA, meant the proposal conflicted with the development plan as a whole and could not be justified as sustainable development.
The modest economic and social benefits of adding one small two-bedroomed dwelling to the housing supply within an existing settlement (afforded moderate weight) were outweighed by the significant weight given to the totality of policy conflicts relating to living conditions and SPA integrity, and the Framework's requirement to promote health and well-being with high standards of amenity.
