What decided it
The Council's inability to demonstrate a five-year housing land supply and failure to meet housing delivery test requirements engaged the tilted balance, under which the significant benefits of housing delivery outweighed the limited adverse impacts of the proposal.
The adverse impacts from loss of best and most versatile agricultural land and urbanisation of the site, which attracted limited negative weight, were outweighed by the significant benefits of delivering additional dwellings in an area unable to demonstrate five-year housing land supply and with a history of failing to deliver necessary dwelling levels, together with limited weight to biodiversity enhancements and the site's relatively accessible location on the national cycle network.
