The sequential test for flood risk was not passed because the assessment contained omissions and discrepancies that failed to demonstrate no reasonably available sites with lower flood risk were appropriate, and the lack of a mechanism to secure the required mitigation for the Swale Special Protection Area meant its integrity would be adversely affected.
