The benefits of reoccupying a vacant unit and the absence of harm to town centre vitality would not, on their own, have outweighed the noise harm from a 24-hour operation, but a condition restricting hours to 09:00–23:00 resolved that harm, tipping the balance in favour of allowing the appeal
