What decided it

The substantial harm to affordable housing provision in a designated rural area, where acute affordability stress exists, significantly and demonstrably outweighed the modest benefits of one additional dwelling and self-build delivery, even in the context of a shortfall in five-year housing land supply.

The benefits of housing supply (modest weight) and self-build delivery (modest weight) were significantly and demonstrably outweighed by the substantial harm to affordable housing provision (significant weight), such that the presumption in favour of sustainable development did not apply.
