What decided it
The unjustified and harmful loss of community facilities through the closure of the public house, which conflicts with Policy CP49 and cannot be justified by the limited residential development benefit, particularly where the requirements of Policy CP49 have not been met.
The adverse impacts resulting from the loss of the community facility would significantly and demonstrably outweigh the small benefit arising from the limited additional residential development, such that the development would not benefit from the presumption in favour of sustainable development.
