What decided it

The very substantial adverse effect on the character and appearance of Highfield Road, caused by the bungalow's cramped and anomalous appearance on an unduly narrow plot, significantly and demonstrably outweighed the modest housing supply benefit when assessed against the NPPF as a whole.

The very significant negative weight attributed to harm to character and appearance and conflict with the development plan significantly and demonstrably outweighed the moderate positive weight given to housing supply contribution and efficient land use, such that the presumption in favour of sustainable development did not apply.
