What decided it
The harm to the character and appearance of the countryside caused by introducing backland development that would extend the built environment outward in a sprawling pattern, contrary to Policy S7 of the ULP and paragraph 180 of the Framework, outweighed the modest housing and economic benefits.
The modest social and economic benefits of housing delivery and support to local services, and the provision of bungalow units to meet local demand, did not outweigh the significant harm to the character of the countryside.
