What decided it
The adverse effect on the integrity of European protected sites from increased recreational disturbance without adequate mitigation is the prevailing consideration that outweighs the established essential need for the rural worker's dwelling and the acceptable character and appearance impacts.
The benefits of providing essential accommodation for a rural worker and the acceptable design and character impacts were outweighed by the significant harm to the integrity of European protected sites, which provided a strong reason for refusal under footnote 7 to paragraph 11(d)(i) of the Framework.
