What decided it

The LPA's agreement to support the mixed use in Area B for concrete preparation and vehicle/plant storage, combined with the absence of material considerations indicating otherwise, led to the appeal succeeding in part; conversely, the unacceptable planning harm from waste processing and residential use in Area A, without LPA support or material considerations to the contrary, resulted in the appeal failing for that part.
