What decided it

The proposal would cause less than substantial harm to the significance of the Shoreham Conservation Area by introducing an incongruous and unduly dominant building that disrupts the established character and building hierarchy, and this heritage harm cannot be justified by the public benefits offered, particularly given the clear expectations of the Planning (Listed Buildings and Conservation Areas) Act 1990.

The less than substantial harm to the heritage asset and the harm to neighbouring living conditions outweighed the public benefits of six residential units, commercial uses, and environmental improvements, with great weight attributed to the conservation of the designated heritage asset.
