Main issues, as the Inspector framed them
- whether the hardstanding is inappropriate development in the Green Belt, including its effect on the openness and purposes of the Green Belt, having regard to the development plan and the NPPF
- whether the residential caravan site and vehicle repairs use are in a sustainable transport location
- whether the south visibility splay at the vehicular access onto Billet Lane is satisfactory
- the effect of the residential caravan site, vehicle repairs use and hardstanding on the character and appearance of the area, including the Shreding Green to Langley Local Gap
- whether other considerations clearly outweigh any harm to the Green Belt and any other harm, so as to amount to very special circumstances
What decided it
The totality of harm to the Green Belt by reason of inappropriateness, combined with unsustainable transport location, highway safety concerns, and significant adverse impact on character and appearance including the Local Gap, is not clearly outweighed by other considerations, so very special circumstances do not exist.
The substantial weight given to harm to the Green Belt and the significant weight given to harm arising from unsustainable transport location, unsatisfactory visibility splay and unacceptable change to character and appearance, including the Local Gap, clearly outweigh the moderate weight of housing contribution and the little weight of economic benefits, so very special circumstances do not exist.
