The substantial and significant weight attached to the family's and the general Gypsy and Traveller need for a site was insufficient to outweigh the serious harm to landscape character and the unresolved highway safety concerns for a permanent permission, but was sufficient, together with human rights considerations, to justify a time-limited permission.
The substantial weight given to the family's accommodation need and the significant weight given to general Traveller site need did not outweigh the significant harm to character and appearance and the highway safety harm identified, but tipped the balance in favour of a time-limited rather than a permanent or refused permission.
