What decided it

The proposal's failure to conserve or enhance the landscape and scenic beauty of the Cotswolds National Landscape, a matter to which great weight must be given, provides a strong reason for refusal under paragraph 11(d) of the Framework and outweighs the modest housing and economic benefits.

The modest benefits of a single dwelling and limited economic benefits were outweighed by significant harms to the character and appearance of the area including the National Landscape, moderate to high harm to the setting of non-designated heritage assets, harm to trees, inadequate drainage provision, and unresolved land stability concerns.
