What decided it

The harmful effect on the landscape character and natural beauty of the Cornwall National Landscape, combined with the site's failure to be adjacent to the existing built-up area of Mullion, meant the proposal conflicted with the development plan as a whole and the presumption in favour of sustainable development was not engaged.

The significant benefits of affordable housing provision and contribution to housing supply did not outweigh the conflict with the development plan arising from landscape harm in a National Landscape where great weight must be given to conservation and enhancement.
