What decided it

The less than substantial harm to the significance of Mill Farmhouse as a designated heritage asset was not outweighed by the public benefits and provided a strong reason for refusal.

The public benefits of the proposal, including housing delivery and economic, social and environmental benefits, were not sufficient to outweigh the harm to character and appearance, the Special Landscape Area, and the significance of Mill Farmhouse, and the proposal was found to conflict with the development plan as a whole.
