Main issues, as the Inspector framed them
- whether the appeal site is an acceptable location for the development, from the point of view of its accessibility to local facilities and services
- the need for additional housing in the district
What decided it
The district's failure to maintain a 5-year housing land supply and poor Housing Delivery Test performance engaged the tilted balance, under which the substantial housing benefit of one additional dwelling clearly outweighed the limited harm from increased car usage.
The benefits to the housing stock and rural economy substantially outweighed the negligible harm from car usage arising from one dwelling, such that the appeal should be allowed under the tilted balance.
