What decided it

The proposed illuminated advertisement, by reason of its height, size, siting and illumination, would adversely affect the visual amenity of the neighbourhood and the significance of the adjacent Grade II listed Paddock Railway Viaduct, conflicting with paragraph 141 of the NPPF and local plan policies LP24, LP25 and LP35.
