What decided it

The poor detailing and inappropriate material of the UPVC windows caused less than substantial harm to the conservation area and cathedral setting that could not be justified by the limited benefits offered, conflicting with the strong presumption against harm under sections 66 and 72 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
