What decided it
The significant adverse effect on the Malvern Hills National Landscape caused by the size, massing and scale of the dwelling, which would not be outweighed by the benefits of outstanding design or ecological enhancements, and which provided a strong reason for refusal disengaging the tilted balance.
The limited benefits of one dwelling contributing to housing supply and the high quality design were outweighed by the significant adverse environmental effects on the National Landscape and the conflict with the development plan, particularly the neighbourhood plan policies; the strong landscape harm disengaged the tilted balance.
