The considerable harm arising from the amalgamation and loss of housing stock outweighed the case for a permanent permission, but the same considerations (religious/cultural practices, security needs and the Licence to Alter) were sufficient to outweigh the lesser harm of a time-limited permission, tipping the balance in favour of temporary permission until 30 October 2026
