The proposal accords with the development plan taken as a whole and would deliver significant socio-economic benefits; a theoretical alternative scheme with access from the northeast, and the non-statutory Newcourt Masterplan favouring that access, attracted only limited weight and did not indicate a decision other than in accordance with the development plan.
