What decided it

The existing presence of uPVC windows on the appeal property and the prevalence of uPVC fenestration in the immediate locality, combined with the fact that the primary character of this section of the Conservation Area derives from the steeply rising pattern of terraces rather than window materials, justified an exception to the normal presumption against uPVC in Conservation Areas.
