What decided it

The traffic flow evidence demonstrating that Holtwhites Hill does not carry more than 10,000 vehicles per day and therefore does not qualify as a 'busy' classified road under EDMD Policy DMD 46, combined with the demonstration of adequate visibility splays and low-speed manoeuvres that would not materially compromise highway or pedestrian safety.
