What decided it
The Council's inability to demonstrate a five year housing land supply (only 2.95 years) engaged the tilted balance, and the resulting housing, affordable housing and self-build benefits outweighed the identified countryside and heritage harms.
The significant harm to the countryside and the less than substantial harm to the setting of a listed building were outweighed by the substantial housing, affordable housing, self-build and economic benefits, such that the adverse impacts did not significantly and demonstrably outweigh the benefits under the paragraph 11(d)(ii) tilted balance.
