What decided it
The severe housing land supply deficit (1.1 years) engaged the tilted balance under Framework paragraph 11(d), and the modest but positive contribution of six dwellings to housing supply, including affordable housing, outweighed the conflicts with the development plan and limited harm to character and appearance.
The conflicts with Policies SWDP2, SWDP4 and SWDP25 were given modest weight due to the Council's housing land supply failure, while the benefits of housing delivery (including one affordable unit) and social and economic benefits were given moderate weight, resulting in the adverse impacts not significantly and demonstrably outweighing the benefits under the Framework.
