What decided it

Although the shortfall in five-year housing land supply would normally trigger the tilted balance in favour of development, the significant flood risk harm and the potential adverse effect on the River Avon SAC (which disapplies the presumption under paragraph 195 of the Framework) outweigh the housing delivery benefits.
