What decided it

The proposal would result in significant harm to the privacy of occupants of no 24 Westbrook Road and would adversely affect the integrity of the Thanet Coast and Sandwich Bay SPA without secured mitigation, with no overriding public interest to justify permission.

The small contribution to housing supply was outweighed by significant harm to neighbouring privacy and the failure to secure mitigation for harm to European sites, with paragraph 192 of the Framework providing a strong reason for refusal that displaced the presumption in favour of sustainable development.
