What decided it
The absence of on-site car parking provision in a location with relatively poor public transport accessibility (PTAL 2) and concerns about the adequacy of on-street parking availability would create unacceptable parking stress and highway safety impacts that outweighed the housing benefits.
The benefits of housing delivery, efficient use of brownfield land, and acceptable design were afforded limited weight and were outweighed by the substantial weight attached to the harm and policy conflicts arising from inadequate car parking provision and resulting highway safety and amenity impacts.
